FIELD DEFINITION AND SCOPE
- Unique numbers that have been assigned to a record by a national bibliographic agency other than the Library of Congress (Library of Congress control numbers are recorded in field 010).
- The control number may also appear in field 001 (Control Number) in records distributed by the same national agency. An organization using a national bibliographic agency record may move the national bibliographic agency control number from field 001 to field 016 and use field 001 for its own system control number.
- May contain field 016 with a canceled or invalid control number of a previously-distributed record. A record may be canceled because it is a duplicate record for the same heading.

STRUCTURE OF THE LAC CONTROL NUMBER
- With the redefinition of field 016 in 1997, any national bibliographic agency can record its control number in this field. Although the structure of numbers would vary from agency to agency, extensive use of field 016 has been made by Library and Archives Canada. Their control number structure is given below.
- Language code (character position 9) identifies with a code “E” (English) or “F” (French), a bilingual heading for which two separate authority records, one in English, the other in French, are produced.
- LAC control number is carried in fields 016 (subfield $a) and 001 (Control Number) in records distributed by LAC’s MARC Records Distribution Service.
